CS:S tickrate

Hi,
I bought lowpings server for the 1st time and im interested if tick 100 must be stable. Because playing 2on2 on your server makes tick fall down to 80 and sometimes lower. Is this my server problem or is it normal for lowping servers ?

5x5 tick 60 stable omg. can u fix it pls?
