I had the same issue right now and the reason might be in the port.

The problem lies soley with Activision, they hold the keys to the Master Server List and the faulty TCP/IP stacker.
Lets run some rough munbers ok?
20,000 COD4 servers all sending a packet to the Master Server
((by the way, the Master server is 1 (one) server with 1 (one) IP))
20,000 pings to a single server all being sent by the same PORT - 28960
WOW, that is a HUGE hit to a single server.
The Master Server stays open for a period of time while recieving all these packets/pings then closes and sends out the heartbeat or pulse for you to recieve a list of servers from your Ingame Browser.
Bored yet? *LMAO* Basically, try a different port # -- something off the wall like 28901 or something -- that should ensure that your server communicates with the Master Server using a very low traffic port
All tests over the last few months by changing the Port number have been positive

So basically turn your server off for 1 hour. Turn it back on, and it should be working. If that doesn't work, then make a support ticket and ask your port to be changed to 28930.
